Garry, whats the difference between modifying the skins and modifying the panel? Their all just bitmaps.

There is no difference
Modifying skins also need permission unless is states you can do it without.
That bitmap is someone elses work and therefore their copyright.

Relax Garry. I've produced hundreds of repaints over the years with nary a problem. I always give credit to the original authors and ownership.

I don't care how many paints you have done......you need to learn to ask first.
I was a member of the Dove team and I am saying don't redistribute that bitmap without first asking the author...what is wrong with asking...good manners if nothing else??

OK I'll ask. I do ask permission when the readme requests it. Jens work is an example.

Even with proper credit given in the readme (which of course not everyone reads) as long as you don't make a brand new bitmap from scratch you should always at the very least send an e-mail to the original creator unless they specifically state that any repainting is approved.
If nothing else it shows a bit of respect and let's people know that you are working on something involving their project. Who knows they might even offer a master texture sheet or include your repaint in a future update of their model.
