Hi,
No, the Community folder contains only the items (planes, liveries, and scenery) that *you have added on*. All default stuff stays in the sim's folders. Thus it is not a clone of the sim folders. There are none of the sim's files/folders in the Community folder at all.
And I'm not sure we know exactly what the "packaging utility" buried within the sim itself does to these files. Almost all FS2020 utilities are operated within the sim itself, in "Dev Mode". There are no (or very few) external programs provided.

It seems from what I've read so far that the sim itself has a sort of JSGME already built in. I guess it's supposed to make life easier for the modder/designer. Let's hope that's the case.

All I know is that it is far from automatic at this point; perhaps it will get better in the future.

I recently flew out of Midway in Chicago, and once in the air, I compared the airport and downtown to what is represented in flightsim. My simmer blood runs deep.
