Yep, it is a working, electro-magnetic radial motor! That's neat, but since there is metal rubbing metal, what about lubrication?

Hi,
he lubricated with oil. There is a 30 min making of video, where he also shows his next project. Instead of Aluminium, he will try to use Teflon for the cylinders. This theoretically solves the lubrication need.

A very interesting concept. To use it in a aircraft you would need a generator to get it started, but then the electric engine could generate its own power. This one could not fly but it is a good demonstration model: link #1 link #2
