Thanks How come this plane does not have cowl flaps like you see on DC-3, -4, -6, AND -7??

Cowl flaps were a later development, at least in general use. The Boeing 247 doesn’t have them, but the slightly later DC-3 does. The 307 was based on the earlier B-17, which didn’t have them either.

The Glen Duncan Most Excellent Stratoliner for FS9 has three-position cowl flaps for the pre-war TWA model but none for the postwar, PanAm or wartime C-69. Photographic evidence here: Boeing 307 Stratoliner...suggests that this is correct. Chris

Looks like it. It was built right at the borderline of cowl flap employment.
