Flashing/pulsing nav lights is something that exists here in the US too, although very rare now. As far as I'm aware, in civilian use, the pulsing navs are used like strobes - steady (non-pulse) on the ground and pulsing from runway lineup to after-landing.
I think that Milton Shupe's documentation on his Commanders has information as well as those aircraft are also equipped with the pulsing nav lights.

Hi! That is correct! Fixed Beacon lights should be on from engine start to engine shutdown. Flashing Strobes are on from the moment you turn into the active rwy to the moment you turn off at destination. BTW, I normally follow Thomson procedures regarding landing lights: they are On bellow FL100 of 10000ft for the American TL. Soft Landings!

I just finished reading a book on Tu-104 last week )) I think I 'll stick to FS2002 version, it has an english manual.
In the manual it says both nav lights and beacons should be on prior to engine start, there are no strobes on Tu-104. Where did you guys see strobes on it?? )

We all would be grateful, but check first with the plane's designers if you can do that and then share it. You know, if you do a mod like that or even something way more radical only for yourself, NO ONE can stop you, but if you plan to sharing it... things may get hairy with the people who made the plane, especially if you do not warn them. I did that for the Carenado T-34's and they were very cool about it and gave me permission to upload alternative and improved panel artwork as well as reworked gauges to a more modern pit.
